The CCAC National Project Coordinator will be responsible for providing support to the CCAC Focal Point at the General Directorate of Environmental Protection, Ministry of Environment help ensure that the CCAC supported projects are completed within timeline and in line with Cambodia’s needs and priorities. The CCAC National Project Coordinator will be based at the General Directorate of Environmental Protection, Ministry of Environment on a full-time basis and will report to CCAC. All deliverables are to be validated by the CCAC Focal Point at the General Directorate of Environmental Protection, Ministry of Environment.

Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Cambodia joined the Climate and Clean Air Coalition (CCAC) in 2014 and has received funding and technical support from CCAC partners for activities in municipal solid waste, cooling, and national planning. The country has also established a National SLCP Unit in the Department of Air Quality and Noise Management which works to coordinate short-lived climate pollutant (SLCP) mitigation efforts across ministries.

The CCAC is therefore seeking a National Project Coordinator to strengthen the capacity of the General Directorate of Environmental Protection, Ministry of Environment to coordinate national SLCP activities in Cambodia.

The CCAC National Project Coordinator will sit at the General Directorate of Environmental Protection, Ministry of Environment. S/he will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry to coordinate the implementation of CCAC projects in Cambodia and will liaise with implementing partners to enhance awareness on SLCPs. The CCAC supported projects include:
1. KH-21-001 - Cambodia: Implementing improved vehicle emission standards
2. KH-22-002 - Cambodia - Implement priority measures in Cambodia's Clean Air Action Plan
3. KH-22-003 - Cambodia - Deliver National Methane Roadmap¿¿
4. KH-22-004 - Cambodia - Deliver a Tier 2 GHG inventory for the agriculture sector
5. KH-23-006 - Cambodia - Develop a strategy for the stationary engine sub-sector

The CCAC National Project Coordinator will be responsible for providing support to the CCAC Focal Point at the General Directorate of Environmental Protection, Ministry of Environment help ensure that the CCAC supported projects are completed within timeline and in line with Cambodia’s needs and priorities. The CCAC National Project Coordinator will be based at the General Directorate of Environmental Protection, Ministry of Environment on a full-time basis and will report to CCAC. All deliverables are to be validated by the CCAC Focal Point at the General Directorate of Environmental Protection, Ministry of Environment.

Working under the supervision of the CCAC Secretariat, the consultant will be responsible for the following tasks:

1. Secure participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level.
2. Coordinate all CCAC activities in Cambodia in coordination with the CCAC Focal Point
within the General Directorate of Environmental Protection, Ministry of Environment.
3. Facilitate support to the CCAC project implementers, including support for the organization of training activities, gathering of data and contacts.
4. Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts.
5. Assist and advise the project focal points at national level.
6. Liaise with relevant departments within the General Directorate of Environmental Protection, Ministry of Environment and relevant government agencies, and all project partners, including NGOs for effective coordination of all project activities.
7. Review project outputs and progress reports submitted by the CCAC project implementers.
8. Coordinate and organize stakeholder meetings in support of the CCAC projects and maintain meetings records.
9. Prepare information to be shared with relevant stakeholders.
10. Identify opportunities for national and international resources/funding.
11. Raise awareness on SLCP at national/sub-national level.
12. Ensure Cambodia is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).

Qualifications/special skills

• Bachelor’s degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field.
• At least 5 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration.
• Demonstrated ability to provide technical assistance to governments and other stakeholders is required.
• Ability to work effectively with multiple stakeholder groups including national governments is required.
• Excellent communication skills (written and oral presentations) are required.
• Knowledge of the national policies in climate change mitigation and air pollution is required.
• A good understanding of short-lived climate pollutants, climate change and air pollution issues in Cambodia is desirable.¿
• Ability to work with advanced formulas in Excel spreadsheet.¿

Languages

- Fluency in English (written and spoken) is required.
- Excellent command in Khmer is an asset.
